Voluntary Certification of Water Well Drilling Contractors and Pump Installation Contractors

NOTICE OF INTENT TO ADOPT NEW RULES AND REGULATIONS

Announcement:

The State Engineer’s Office will meet with the Joint Agriculture, Public Lands and Water Resources Interim Committee at 8:00 a.m., April 20, 2006 to start initial discussion of a 2006 interim topic – pursuit of mandatory licensing of water well drilling contractors and water well pump installation contractors. 

The meeting will be held in Rooms 131 and 132, Tibbet Building, Eastern Wyoming College, Torrington, Wyoming.

Rulemaking Chronology:

• Board approved draft rules and regulations in July 2004 – submitted to public review and comment
• Board adopted draft rules and regulations on October 18, 2004
• Rules and regulations signed by the Governor on December 29, 2004
• The National Ground Water Association (NGWA) changed their testing procedures on January 1, 2005.  Therefore, the Board’s new rules and regs had to be revised to reflect NGWA’s changes
• Emergency Rules signed by the Governor on January 19, 2006 for Chapter 3, Fees; and Chapter 4, Certification
• Emergency Rules filed by the Secretary of State on January 20, 2006 (emergency rules in effect for 120 days after filing with the Secretary of State)
